McGuinness and Robinson

It has certainly been a very interesting period for Northern Ireland politics, with major scandals impacting on the leaders of both Sinn Féin and the Democratic Unionists.  The downfall of Irish Robinson and her resignation as a Member of Parliament, Member of the Legislative Assembly and Councillor - has made the news across the globe.

Now the two parties have been locked in talks on the devolution of justice and policing powers to a new Northern Ireland Government Department, and a Minister yet to be appointed.  News has even emerged of a handshake between Martin McGuinness and Peter Robinson the joint holders of the First Minister office, until Robinson recently stepped aside whilst allegations about his conduct are investigated.  Arlene Foster MLA is the current interim First Minister.

Would this deal have happened if the parties weren't both so worried about their prospects in the forthcoming elections?  It seems like there is nothing like an impending election to sharpen the focus of politicians. 

We are also curious to see if the deal will include movement on the 'Review of Public Administration' which amongst other things will see the setting up (finally!) of a new 'Education and Skills Authority' to replace the Education and Library Boards (5 of them), the Youth Council for Northern Ireland and a series of other bodies. 

It will also put-off a new election to the Councils until 2011 (giving the parties time to re-build their bruised reputations), and will also ensure that the plans are implemented to reduce the number of Councils from 26 currently, to 11.  These Councils will have increased powers - yet to be fully agreed.
